News from The Harbour: At the recent Safety Meeting with the Harbour Master and members of phc, it was reported that the replacement/updating of signage in the harbour, is nearly complete.

Safety within the harbour is reported to have improved again during the past year. However, as a result of a workboat/shipping incident ending with the ship going aground on Brownsea Island, the workboat skipper was fined nearly £2000 in total.

A plea was made to please report near misses – a form for this can be found on the phc web-site.

Joint police/harbour patrols are to start again – 800 hrs have been funded by phc. The police recommend all attractive items are marked with ‘Select DNA or smart water’. Apparently, most thefts from boats – usually in the 15-30ft range – happen in the early morning between 2am and 4 am. Suspect landings of boating equipment should be reported on ‘999’ for the best chance of apprehension. Equipment is usually stolen to order.

The new South Quay is now complete and in use. This £10M investment will accept ships up to 200m long and up to 9m draft. Cruise ships such as ‘Saga Saphire’ and ‘Astoria’ are expected. 2/3 visits per month are anticipated.

The current phc web-site is being updated.

A new version of Admiralty chart 2611 of Poole Harbour is imminent.

The Annual Marine Safety Report is being written and is expected to be available in August.

The 2018 Yacht Racing Criteria attracted considerable discussion. Clearly, some of the commercial boat skippers do not understand racing sailboats. Cruising sailboats are expected to obey the Col. Regs – but I find the guidance in the Yacht Racing Criteria when sailing through the harbour, most useful (See attachment).

A new LNTM No 32/18 has been issued from Portsmouth QHM concerning the Tipner Firing Range. Although the limits of the range are not apparently affected, the contact number for the range security staff is now on 023 9266 0373

Diving will take place to the East of Horse Sand Fort at 50o44.368’N, 001o02.304’W to a wreck, until the end of June. Please give a wide berth and pass at low speed.

Two web cams have been installed on the Needles on the Isle of Wight that give real time info on the Needles Channel and Scratchells Bay – these can be accessed via ‘vision-link.co.uk’.

News from the RYA

On the 19th May, the 12.01 Shipping forecast on R4 will move to 12.57, due to the royal wedding.

Brexit. The RYA believes the UK and the EU have reached a point where it we have a good deal with an interim arrangement until the end of 2020. However, more needs to be done to firm up on the ‘end state’ relationship. Reassurances are being sought around the new border control regime for craft and RYA qualifications holders.
